Are you launching the game through Frosty Mod Manager? If I recall correctly, you have to do that every time. I personally used the now abandoned DAI Tools Suite, which worked fine for me. Maybe you could consider that route if Frosty isn't working and if your mods support DAI Tools Suite.

Word of Mod Note: The Word of Mod was able to just now successfully connect and download, so you might want to try again just in case it was a temporary inability to connect.
